Getting OpenVMS to recognize new physical memory?

The Question is:

 
Physical memory in VAX 4000-90 is 64 MBytes, but when I write down show memory,
 it is just recognize Physical Memory Usage (pages):Main Memory (24.00Mb), what
 can I do in order to recognize all memory?
