Of Disk and Tape Taxonomy, Philosophy?

The Question is:

 
Whats with the OpenVMS DCL Dictionary dumentation for Lexical Function F$DEVICE
 for Disks.  Table DCLI-8 Values Returned by the DEVTYPE.  Item "14 TU58" and
 "47 TU56" both don't look like disks to me.
 


The Answer is :

 
  The TU56 and TU58 devices are the DECtape tape and the DECtape II cartridge
  tape devices, respectively.  Both of these tape devices are fully capable
  of random read-write access, and are thus (correctly) classed as disks.

  OpenVMS I/O User's Reference Manual.
