NOLICENSE errors and DCPS Product Licensing?

The Question is:

 
   I installed the CSLG licenses last October.  My users are now unable to
 print using DCPS, get DCPS-E-NOLICENSE.  The README said that DCPS no longer
 needs a license.  How do I tell DCPS that it does not need a license?  My
 users are mad at me.

The Answer is :

 
  Please see the OpenVMS FAQ for information on licensing and details
  of license-related troubleshooting.
 
  Please also consider an upgrade to the installed version of DCPS, as
  DCPS versions V2.0 and later are licensed with OpenVMS itself and do
  not require a separate license.
 
  The Software Rollout report -- also referenced in the OpenVMS FAQ --
  has the recommended version of DCPS and other products.  Please search
  the OpenVMS FAQ for rollout, swroll, or other related string.
