FTP (FTP_NETERR, TIMEOUT) errors?

The Answer is :

 
  You are trying to use FTP to connect back to the local host?
  (This is somewhat unusual.)
 
  The COPY/FTP command would be recommended over the FTP command.
 
  You will want to ensure that PORTMAPPER and both the FTP client
  and the FTP server are configured.
 
  Please confirm that your IP configuration and routing settings
  (eg: gateway, network masks, etc) are valid.
 
  Anything interesting in the FTP server's log file?
 
  The OpenVMS Wizard would encourage use of TCP/IP Services V5.1
  or TCP/IP Services V5.3 or later, with ECO (as available).
 
  Please contact the support center for further assistance, as this
